DUTIES:
The Sioux Falls VA Health Care System (SFVAHCS) is currently recruiting for a full-time, permanent, Supervisory Diagnostic Radiologic Technologist. This position will be located in the Imaging Service Line. As a Supervisory Diagnostic Radiologic Technologist, you are responsible for the following duties to include, but not limited to:

Responsible for the operation of the Imaging Service. Coordinates the flow of patients through the Imaging Service by efficient assignment of work and maximum u! tilization of staff and imaging equipment. Expedites the examinations o! f acutely ill patients by communicating and working with imaging staff, nursing, providers and radiologists. Works with other services to meet facility imaging needs.

Supervises personnel in the various imaging areas to include General Radiology, Nuclear Medicine, CT, Ultrasound, MRI and departmental support/clerical staff. Responsible for oversight of Picture Archiving Communication System (PACS) administrator, who maintains the PACS and voice recognition systems. Coordinates shift coverage and room rotations to ensure coverage and cross training. Maintains adequate inventory levels and procures supplies for the diagnostic section.

Coordinates repair of diagnostic equipment with Engineering Service and/or outside manufacturers. Uses advanced knowledge of concepts, principles and methodology of an imaging service to assess program effectiveness and provide authoritative guidance for operations, personnel and management. Utilizes information to plan and exe! cute short and long range programs. Evaluates and implements the use of new methodologies and instrumentation. Writes and updates standard operating procedures.

Practices hospital safety, infection control, universal precaution and radiation safety in accordance with age and/or gender specific departmental guidelines. Designing, developing, establishing and participating in quality assurance programs. Acts as a consultant to the Chief of Staff and Chief Radiologist regarding implementation of programs/policies. Manages significant resources including equipment, supplies, personnel, space, and budget; analyzes budget expenditures; identifies workload trends; prepares and monitors budget and control expenditures; approves expenditures on all recurring and non-recurring items; determines staffing needs and projections; and prepares funding and staffing requests to the appropriate committees.

The incumbent is Imaging Service Contracting Officer Technical Repre! sentative (COTR) and performs contract authorization within delegated a! uthority and provides technical expertise, both before and after contract award. The incumbent is responsible for developing the statement of work, pre-solicitation paperwork and monitoring contract compliance. Acts as a SFVAHCS representative within the VISN 23 Imaging Service Line and attends monthly conference calls and VISN 23 Imaging Service Line business planning and strategy meetings. The strategies revolve around the review of previous business plans, amendments to the business plan, purchase of new equipment, expansion of services, outline Federal mandates, and effective ways of governing a service line for the procurement of funding for projects and initiatives.

Responsible for service preparation for external reviews which include Joint Commission and Office of Inspector General, etc., which includes updating and revising appropriate policies, and assuring that departmental records are accurate and maintained appropriately. Ensures staff is trained on ac! creditation rules and regulations.

Successfully works with the Patient Advocate office towards the reconciliation of any real or perceived injustices directed by our department involving our Veterans.

Participates in the student educational experience within the department and oversees the coordination of student affiliations with area schools. Interviews candidates for positions in the service and selects for appointment. Assures that all new personnel receive both hospital and imaging orientation. Makes recommendations for selection, promotion, and reassignment of personnel. Schedules and participates in monthly staff meetings to encourage unit communication and coordination. Develops and serves as the approving official for position descriptions, performance standards and competency programs. Conducts annual performance ratings and evaluations. Identifies training needs of employees such as new employee orientation, competency re-training, in-house educ! ation modules, off-site workshops, or visits to other institutions to e! valuate operational equipment.

Assures that all Imaging Service personnel demonstrate understanding of policies and procedures for handling and reporting of workplace violence. Counsels and resolves complaints from employees, individually or as a group when not resolved at the supervisory level. Deals with union representatives on matters involving action by an immediate supervisor. Implements provisions of personnel management programs where well established procedures exist such as EEO, career development plans, departmental policy and procedures, award and incentive programs, grievance procedures and safety practices are initiated.

Approves vacation and leave requests while maintaining adequate staffing levels. Verifies and authorizes employee time cards and overtime requests.

QUALIFICATIONS REQUIRED:
Basic Requirements:
Citizen of the United States.

Certification:
All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R).

Experience or Education:
Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT), and certification by the American Registry of Radiologic Technologists (ARRT) in radiology.

English Language Proficiency:
Diagnostic Radiologic Technologists must be proficient in spoken and written English in accordance wi! th chapter 2, section D, paragraph 5a, and this part.

In addit! ion to meeting the Basic requirements, you must have the following experience for a GS-11:

Experience:
Completion of 1 year of experience at the next lower grade level, that is directly related to the position to be filled and that demonstrates possession of the knowledge, skills, abilities and other characteristics needed to provide services as a quality control technologist, diagnostic radiologic technology team leader, supervisory radiologic technologist, or an assistant chief radiologic technologist. In addition, the candidate must demonstrate the following technical knowledge, skill, and abilities, (KSAs) and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*):

1.) Knowledge of overall radiology department operations, and the ability to judge effectiveness of the operation.

2). *Ability to monitor and evaluate subordinate supervisors' performance.

3). *Ability to formulate plans,! delegate authority, and follow-up on delegated tasks.

4). Knowledge of new and recent developments in the field.

5). *Skill in participating in organizational national initiatives and/or intra agency work groups, or committees.

6). *Ability to draft and/or recommend organizational national policies and/or directives.
