KEY REQUIREMENTS

NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.

NOTE: This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final. Those who do not satisfactorily complete the trial period will be returned to positions of no lower grade and pay then those they occupied before assuming their supervisory assignment.

SUMMARY OF DUTIES: The incumbent serves and maintains the official relationship of the Government-to-Government Federal repres! entative to the Oglala Sioux Tribe by assessing Tribal needs and assist! ing in achieving the Tribes overall goals by providing advice and assistance to the Tribe in the development and use of resources while maintaining and ensuring the conditions of the trust responsibilities, and the philosophy of P.L. 93-638, as amended and Self-Determination is prevalent in decisions of the agency:

  • Develops and fosters the relationship to support a co-equal partnership arrangement in carrying out all governmental trust and programmatic responsibilities of the BIA to the Tribe.
  • Administers programs and services in accordance with federal laws, regulations, policies and procedures, and guidelines.
  • Approves Tribal attorney contracts, with delegated authority; and ensures all agency contracts, to include Buy-Indian contracts, are appropriately signed, monitored, and reviewed.
  • Provides advice and guidance to the Oglala Sioux Tribe and State government on acquisition, land and water use conflicts; probates; transfers; ! dowries; life estates; land exchanges; fits; patents-in-fee, fee-to-trust; and legislation effecting Tribal real estate and property.
  • Assures that the philosophy of P.L. 93-638 and Self-Determination is prevalent in decisions of the Agency.
  • Provides advice for and continual review of automated systems to support trust responsibility such as TAAMS, TFAS, and MMS oil and gas mineral distribution systems, etc.
  • Reviews regulations, policies and statistics related to agriculture, range, tourism, etc., to identify and coordinate any impact regarding Indian enterprises.
  • Represents the Federal government at Tribal conferences, ceremonials, etc.; and attends Tribal and other meetings, wherein Tribal and Federal government business and information is discussed to make decisions and/or advise the Tribe on the decisions to be made.
QUALIFICATIONS REQUIRED:
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qual! ification Standards for Administrative and Management Positions, GS - 0! 340).

GS-15: 1 year of specialized experience equivalent to the GS-14 grade level. Examples of specialized experience may include serving as the line official in charge of the daily operations and special projects of an Agency including coordinating various Agency programs; providing expert counsel to agency management and professionals on a wide variety of social economic and political questions and problems pertaining to Trust and Indian Services for American Indians; and knowledge of the Bureau mission, organization, functions, goals, and objectives to carry out the management function as a Superintendent.

GS-14: 1 year of specialized experience equivalent to the GS-13 grade level. Examples of specialized experience may include serving as the line official in charge of the daily operations and special projects of an Agency including coordinating various Agency programs; knowledge of the Bureau mission, organization, functions, goals, and o! bjectives to carry out the management function as a Superintendent.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicantÂ's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driverÂ's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

The Bureau of Indian Affairs has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
