Manage an assigned high-risk loan portfolio with emphasis on reduction of non-earning assets through restru! cturing, borrower counseling and resolution of distressed accounts. Serve the Association's internal and external customers by processing loan servicing requests and loan restructuring requests originated in a defined region. Provide timely loan processing incorporating sound decisions on the loan structure, terms and conditions, pricing, and documentation. Provide counseling to Credit Analysts and retail Financial Officers on loan structure, terms and conditions, pricing, and documentation for loans with significant credit weakness. Work in a team environment to accomplish goals. Serve as a backup to the Account Resolution Officer â" Litigation position.
EMPLOYEES LEAD:
May provide work direction, counsel, and supervision to Credit Service & Support Specialists, but does not serve as a direct team leader.
DUTIES AND RESPONSIBILITIES:
Essential functions of the position include, but are not limited to:
1. Manage assigned por! tfolio in accordance with Association and AgriBank policies an! d procedures resulting in the greatest net return/best business decision. Primary responsibility is reduction of non-earning assets through restructuring, borrower counseling and/or collection and resolution of distressed. Analyze customer financial statements, including balance sheets, trend analysis, income statements, cash flows, collateral analysis, and performance reconciliation.
Level 24: This position will provide back-up and support to the Account Litigation Officer in working with external audiences (attorneys, accountants, and consultants) as well as Financial Officers, Credit Analysts and internal legal representatives for resolution of distressed accounts.
2. Assist Financial Officers and Credit Analysts in the servicing of the high-risk portfolio. This includes establishing and maintaining sound credit and loan administration, loan pricing, and establishing appropriate loan terms and conditions for the purpose of managing the loan risks! .
Level 24: Provide guidance on analyzing large and complex accounts.
3. Supervise credit classification changes, accrual/stop accrual analysis for distressed loans and restructure loan applications. Resolve individually assigned higher risk accounts and restructure loan applications and makes recommendations on loans exceeding authority.
4. Ensure Farm Credit Services of America is within compliance of settlement laws and procedures. Contribute to the achievement of satisfactory Association credit administration and credit quality goals in assigned portfolio.
5. Monitor loan performance on assigned portfolio. Provide timely, efficient service to all internal and external customers.
6. Participate in the on-going design of Association processes to provide exceptional service and to improve efficiency and effectiveness.
7. Level 24: Assist the Account Litigation Officer in the management of the acquired prop! erty/liquidated collateral portfolio. These duties may include assistin! g with hiring agents to manage, market and sell acquired property, monitoring receipts and disbursements, etc.
8. Level 24: Assist the Account Litigation Officer in the collection of accounts that are in litigation. These duties may include assisting in development of litigation strategy, decisions on settlement offers, testifying in bankruptcy or foreclosure actions, etc.
9. Promote cross-selling of credit products and related servicing to assigned portfolio directly or on a referral basis to retail offices. Participate in area marketing function and activities.
Level 24: Will routinely handle a portfolio that's approximately 20% larger (by number) than those in a level 23. In addition, this position is expected to mentor and train those in the lower level Account Resolution Officer.
Additional functions of the position may include:
1. Performs other related duties as assigned.
JOB SPECIFICATIONS:!
Level 23: Bachelors degree in business, finance and/or economics, with a minimum of five years of lending/credit analysis experience with the Farm Credit System or a related agricultural credit organization. Collection experience desired.
Level 24: Bachelors degree in business, finance and/or economics, with a minimum of seven years of lending/credit analysis experience with the Farm Credit System or a related agricultural credit organization. Collection experience required.
Duties for both levels require:

- Knowledge of FCA regulations and Association policies.
- Maintains current awareness of social, economic, governmental, and environmental forces impacting agriculture.
- Working knowledge of Microsoft applications.
- Knowledge of Farm Equity Manager, SI, and ability to use computer systems and databases.
- Demonstrated team building attitude and skills.
- Ability to interpret policy, programs, and regulations.
- Ability to work effectively in a team environment and effectively demonstrate team building attitude and skills.
- Proficient in Windows environment using Microsoft Word, Excel, and Internet Explorer.
Extensive internal contact within credit and retail office teams. Regular contact with legal team. Extensive external contact wi! th customers, attorneys, and accountants.

- Ability to travel approximately 50% of the time (20% of that is overnight) via automobile or commercial transportation to carry out essential responsibilities.
