Duties:
The Sioux Falls VA Health Care System is currently recruiting for a Full-time , Permanent, Chief of Police . This position will b! e located in the Police Service. As the Chief of Police, you are responsible for the following duties to include, but not limited to:
Responsible for total operation, planning, direction and control of the Police Service operation at the VA Sioux Falls Health Care System (SFVAHCS) and Regional Office Center, Sioux Falls, SD.
Ensures security processes are in place at the SFVAHCS five (5) Community Based Outpatient Clinics (CBOCs).
Plans and directs the SFVAHCSÂ's on-going security and crime prevention programs by conducting or directing unannounced vulnerability surveys throughout the facility.
Directly responsible for advancing police skills of members of the SFVAHCS police force in all areas of knowledge including unarmed defense training and the use of all approved weapons.
Prepares Medical Center regulations, policies and procedures pertaining to facility security and law enforcement.
Conducts security surveys of all areas of the Medical Center. !
Directs timely adjustments of the patrol force in response! to threat situations.
Adjusts workloads and assignments to meet unexpected emergencies and is responsible for leadership, control and direction during fire, storm or other emergencies which threaten the lives of personnel on VA property.
Has overall responsibility as the facility representative for establishing formal and informal liaison with appropriate Federal, state, and local law enforcement agencies, attorneys, and court officials within multiple jurisdictions.
Work Schedule: The tour of duty for this position is typically Monday - Friday, 8:00am - 4:30pm. Position Description Title/PD#: Security Officer / 800630 Relocation Expenses: Relocation expenses are not authorized for this position.
Qualifications & Evaluations
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Friday, August 30, 2013. Time-in-grade: Applicants who are current Federal employees and have held a GS g! rade any time in the past 52 weeks must also meet time-in-grade requirements. The time-in-grade requirement for this position, is 52 weeks as a GS-11 federal employee. Specialized Experience:
To be qualified at the GS-12 level you must meet the following minimum qualification:
Applicants must have One year of specialized experience equivalent to at least the next lower grade ( GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operating, planning, directing and controlling a police service; delegating authority for enforcing Federal statutes; planning and directing on-going security and crime prevention programs; completing periodic analysis to correct perceived weaknesses; ensuring handling of offenders is done legally, and technically correct; creating, reviewing, and recommending policy regarding police equipment, weapons, etc.There is no educational ! substitution for the GS-12 level.

These functions are normally performed while the incumbent conducts security surveys and inspections, which require crawling in unusually confined building areas. The incumbent, on a regular basis, assists medical emergency teams in moving heavy equipment and carrying unconscious or collapsed patients. The incumbent may be called upon to defend themselves and members of staff, patients or the public against physical attack.
