DEPARTMENT: Police, City of Pierre
JOB SUMMARY: This position is responsible for directing the provision of police services for the city government, including coordinating the internal and external activities of the department.
MAJOR DUTIES:
Directs department operations and administration to ensure the protection of life and property; directs the implementation of plans, policies and activities.
Develops and implements overall department policies and standards of operations, programs, procedures and regulations.
Establishes controls to insure the department activities are implemented according to plans and operating procedures.
Develops the annual budget for the department based on an analysis of projected needs and resources; monitors expenditures under the current budget.
o Interviews, supervises, trains, directs, counsels, evaluates and disciplines department personnel.
o Directs and supervises the work of department personnel; delegates duties to administrative and supervisory personnel.
o Develops and implements short- and long-range goals for the department; establishes priorities for the improvement of law enforcement services.
o Makes periodic public addresses and/or prepares reports to explain department operations, policies, and objectives.
o Attends City Commission and other meetings as necessary.
o Provides consultation, direction, and administrative advice in major criminal cases and internal investigations; interprets laws as needed.
o Assumes command of police activities at emergency scenes.
o Reviews case reports; decides or recommends course of investigation, court action requests, and methods of arrest.
o Directs the maintenance and security of all records and materials associated with department activities.
o Maintains relationships with professional associations and other agencies, boards, commissions, committees, and organizations to further the law enforcement function.
o Maintains knowledge of changes to federal, state, and local laws relating to police activities.
o Participates in professional development activities and assures that other department personnel do likewise.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of the theories, principles, and practices of police administration.

SUPERVISORY CONTROLS: The City Administrator assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES: Guidelines include department policies and procedures, federal employment guidelines, court decisions, and federal, state and local laws. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY: The work consists of varied administrative, managerial, and supervisory duties in police administration. The broad range of laws and regulations to be followed contributes to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to plan, direct, and manage the overall provision of police services to the citizens of the city. Successful performance helps ensure the effectiveness of department services, enhances the quality of life for area citizens, and affects the public image of the city.
PERSONAL CONTACTS: Contacts are typically with department personnel, elected officials, judges, attorneys, business owners, community leaders, citizens, suspects, and representatives of other law enforcement agencies.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, make presentations, motivate and direct employees, interrogate persons, and justify or settle matters.
PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table, with intermittent standing or stooping. The employee must occasionally lift light and heavy objects, use tools or equipment requiring a high degree of dexterity, and distinguish between shades of color.
WORK ENVIRONMENT: The work is typically performed in an office and sometimes outdoors at emergency scenes, where the employee may be exposed to inclement weather and life-threatening situations. The work requires the use of protective devices.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Administrative Assistant (1) and Captains (2).
Qualifications
In addition to impeccable integrity and a proven record of leadership, the candidate must possess the following: A bachelorsâ degree from an accredited university majoring in police science, criminal justice, police administration or a closely related field and a minimum of ten years of law enforcement experience with a minimum of seven years in a command position with advanced management training such as FBINA, SPI or an equivalent combination of experience and education. Demonstrated skills in personnel management, community policing, investigation and community relations, and familiarity with local, state, and federal laws. The ideal candidate will have strong leadership and supervisory skills; experience in developing and implementing training programs; understanding of procurement and maintenance of equipment and facilities; and ability to communicate effectively with City officials, school officials, employees, citizens, various agencies, and media.
