The International Development Law Organization (IDLO) is currentl! y implementing a multi-project
rule of law development program in South Sudan, with an emphasis on legal education and
training, judicial capacity building, and constitutional and legislative reform. Among IDLOâs
portfolio is a three-year European Union-funded project to launch the South Sudan Legal Training
Institute (LTI). This Project, âThe Legal Training Institute: Foundations for the Futureâ, builds on
more than three years of IDLO support to the Government of South Sudan to establish the LTI.
The National Legislative Assembly formally established the LTI in 2012 through the Legal Training
Institute Act, 2012. The LTI is expected to provide both long-term induction training for aspiring
lawyers and others working in South Sudanâs legal and justice sectors, as well as short-term
continuing education and certificate courses. In particular, the LTI is expected to offer initial ! training,
to prepare law graduates to enter law pract! ice, and continuing legal education or continuing
professional development, meant to refresh, update, or reorient the knowledge and skills of
practicing prosecutors, lawyers, public servants, law enforcement, support staff, paralegals, and
others.
Through this project, IDLO will assist the Ministry of Justice and the LTI Management Board to
constitute, launch, and operationalize the LTI over the next three years, including establishing the
institutional structures of the Institute as well as commencing training under the auspices of the
LTI.
THE CONSULTANCY
As information and communications technology (ICT) plays an increasingly important role in the
South Sudanese justice sector, the LTI needs to enhance its capacity in this area to ensure efficiency
in everyday work and quality throughout its training programs. The LTI is expected to use
information and communicatio! ns technology in its daily operations, as well as incorporate ICT into
its training program through the use of online, electronic, and multi-media resources.
To support this process, IDLO is recruiting a short-term ICT Expert to develop and assist the LTI to
implement an ICT policy that accommodates both the operational needs of the Institute and the
LTIâs goal of integrating ICT into its training program, making it a main tool of instruction, learning
and research. In particular, the ICT Specialist will:
- Assess the LTIâs current capacity and available resources;
- Assist the LTI in designing an ICT system that takes into consideration the Instituteâs
constraints while meeting these demands;
- Develop systems for financial and library-related information, human resources management and academic records, and assist the LTI to identify ap! propriate software for
- Assist the LTI to develop and implement an ICT policy for all electronic systems needed;
- Design and, if possible, deliver training for LTI staff on the use of computers, information
- An ICT plan and policy for the Legal Training Institute;
- Systems for electronic financial and human resources management, library information,
- An ICT training program, and materials f! or training LTI personnel on the use of computers,
- University degree in ICT technologies or equivalent (Masterâs degree preferred);
- A minimum of 8 yearsâ experience in the ICT field, with previous experience in an academic
- Specialist knowledge of system design and development;
- Previous experience of work in developing countries required, with familiarity of East
- Excellent organizational and project management skills;
- Ability to work independently and in close cooper! ation with stakeholders; and
- Fluency in spoken and written Eng! lish, with knowledge of South Sudanese languages or
human resources and financial management, library records, and academic records, or
support the development of custom software for the LTI, based on the Instituteâs identified
needs;
