The Highway Superintendent performs professional and administrative supervision and engineering work in directing the planning, design, construction, maintenance, improvement, and repair of County highways, roads, and bridges for the Pennington County Highway Department. The incumbent provides leadership to establish and achieve effective and strategic vision for the Highway Department. Responsibilities include ensuring proper care of all County highways, roads, and bridges; supervising technical, skilled craft, and! service maintenance workers; preparing budgets; and developin! g and implementing department policies and procedures. This is an appointive position; the incumbent serves at the pleasure of the Board of County Commissioners pursuant to SDCL 7-8-20.
ESSENTIAL FUNCTIONS:
- Supervises and provides leadership for all Highway employees. Actively involved in all personnel decisions including but not limited to; hiring, performance evaluations, disciplinary action, work load and requirements, purchasing of supplies and materials, contract administration, public relations, personnel, scheduling of assignments, design and implementation of repair strategies, maintaining employee morale, and promoting work place safety.
- Responsible for the preparation and control of the budget for the Highway Department, including control of expenditures. Prepares the budget based on needs and revenues.
- Negotiate and administer contracts, developing bid documents, cooperative agreements, and other transactions with ot! her agencies and units of government, private businesses, subcontractors and project consultants. This includes all legal matters with assistance from the States Attorney's Office.
- Direct short and long range planning, programming, implementation and evaluation of operations and programs for County initiatives.
- Supervises construction and maintenance activities to ensure compliance with safety requirements and procedures, initiates accident prevention procedures, coordinates traffic control efforts on construction projects through news releases, communication with various agencies and answers inquiries from the public and other agencies.
EXPERIENCE AND/OR EDUCATION REQUIRED:
- Ba! chelor's degree in Business Administration, Construction Management, Ci! vil Engineering or directly related field.
- Minimum of ten years' experience of increasing responsibility in highway construction and managing of construction or government operation.
- A combination of education and experience will be considered.
- General knowledge of county government functions and state statutes affecting local government is preferred.
- Ability to operate standard office equipment and a computer with working knowledge of Microsoft Office programs is required.
- Work is performed both indoors in an office where noise and interruptions often occur and outdoors where the employee is exposed to outside weather conditions including; extreme cold, extreme heat, moving mechanical parts, precarious places, fumes or airborne particles, toxic chemicals, and noise related to construction projects.
- Some travel may be required for training and meetings
- Must be able to frequently sit and occasionally walk, stand, bend, kneel, stoop, reach and lift, push or pull and manual dexterity is needed to type, write, use a calculator, and answer telephone.
- Upper body strength is a requisite to lift/move a maximum of 20 lbs. unassisted; and lift/move a maximum of 50 lbs. with assistance.
- Ability to communicate effectively orally and in writing.
- The ability to talk and hear via the telephone and through face-to-face communication is needed.
